To make someone to do something, we can give him carrots by convincing him through a persuasion .we expect him to use a logical reasoning by working from within, from inside out. otherwise , we can use rule of law (with moral polics into it ); by definition ,holds that decisions should be made by the application of established laws without the intervention of individual discretion. In other words, regarding Samdach Hunsen's government, based on a serie of abuse of powers, abuse ,after abuse, The World, UN,USA,EU shouldn't use diplomatic languages : please, urging , should ,would,or bowing to Samdach any more because abuse of powers progresses in arithmetic progression and won't stop until the abuser hit the walls. Instead using a real power,not necessary brute force but the Khmer national law and international law, through Khmer national constitution and charter of the UN (ICC) may work effectively. Regarding the atrocity, the execution of the Khmer national treasure , a well known researcher and analyst Dr. Kemley, I strongly support UN's recommandation to have an independant ,special commission to do an investigation ,with UN's involvement. I also appreciate what Mr. Phill Robertson and Human right Watch have done by asking US to make a pressure over Samdach Hunsen's government . Wih any dictators, carrots won't work but stick!
