May 27, 1946, Admiral D’Argenlieu, a representative of the French Federal Government in Indochina, created an autonomous country for the Montagnard population of South Indochina called “Pays Montagnards Du Sud Indochinois (PMSI). This Ordinance gave the Montagnard people a Statute Particular granting self-administration and self-determination to the Montagnard people of the Central Highlands.
July 25, 1950- The French classified the Montagnard territory as a “Domain de la Couronne” (Crown Domain) directly under the control of Emperor Bao Dai. The 13 battalions of Montagnard troops continued to serve the French Federal Government and to protect the Crown Domain for the Vietnamese Emperor.

" Xi Jinping's chinese dream is to break out of the 1st island chain, hence his focus on Diaoyu/Sensaku, Ryukyu chain of islands and SC Sea islands before expanding toward the 2nd island chain up to Guam so China can get up close and personal with the US mainland. Laos and Cambodia are too weak and not viable, they must cooperate with Vietnam to form a greater Indochina. Size matters and ASEAN must form a cohesive bloc capable of speaking with one voice. China has been using divide and rule tactics, sowing disunity among ASEAN members. Myanmar has broken away from Beijing and Indonesia supports Vietnam, only Malaysia is the odd one out due to economic interest.

Reply to this commentUsually Viet party leaders are stooges of China, they are mostly northerners sympathetic to China but southerners are less so and their views have prevailed. The current party leader Nguyen phu Trong must either adapt or be out of the job and seems to have rallied to the call of the southerners for urgent action to bring China before the International Court of Justice. Vietnam needs to do it now or faces losing the Spratly and the South China Sea for good. There is too much at stake. Millions of fishermen derive their livelihood from the sea and they cannot afford losing their fishing ground to the rapacious chinese.

Reply to this commentIn May 8.1980, in the process of leveling hills in Guangzhou (China) for a building project, workers were digging deep into the rock for about 20m and discovered a giant tomb which turned out to be that of Triệu Văn Vương who ascended to the throne in 137 BC, a grandson of Emperor Wu Zhao (or Zhao Da, known in vietnamese as Triệu Đà) , 2nd reign of Triệu dynasty of the kingdom Nam Viet (not Vietnam). Triệu Văn Vương, although showing allegiance to the Han still considers himself king of a Nam Viet society entirely independent from China. A vast part of China was vietnamese territory (Quangzhou, Yunnan, Hainan...) seized by Han chinese invaders. China has been peddling the theory Tibetans, even Mongolians are chinese in order to justify occupation. China always entertains the desire to occupy Vietnam, the placement of the oil rig in vietnamese territorial waters is the latest manifestation, it's only the first step among many in the plot to seize the whole SC Sea.

Major powers jostle to influence this strategic land from which to control the important sea lane starting from the Strait of Malacca. Now enters the prospect of a construction of a canal through the Kra Isthmus at the narrowest point of Thailand to connect the Indian Ocean with the South China Sea, which would shorten shipping times around Asia, the idea was suggested as early as 1677 by the king of Siam. China is intensely interested in the canal which would benefit it greatly by slashing shipping time by 1-2 days resulting in significant cost savings and help China's energy security. The new sea lane will have to pass very close to Vietnam which is in position to blockade chinese trade if there is a government hostile to China, hence it has every interest in securing a friendly Vietnam by imposing a government to its liking, by military means if necessary.

Reply to this commentVietnam does not commemorate fallen soldiers of the 1979 chinese invasion of its northern border and the 1988 naval battle in the Spratly in which chinese naval vessels sprayed bullets on unarmed vietnamese sailors killing 64 of them in cold blood. The omission was due to viet party leaders bowing to chinese pressure to forget about those military clashes, they've been bending over backward to please their master China. A plane carrying senior generals returning from a visit to troops guarding the Spratly islands still under vietnamese control crashed killing all on board, they happened to be generals responsible for the chinese defeat at the border war in 1979. Again, the hands of chinese intelligence were suspected. The criminal viet party leaders are responsible for allowing the armed forces and security services to be heavily penetrated by chinese agents. That's the biggest danger to Vietnam's security.

Reply to this commentThe consequences of secret deals between party leaders of China and Vietnam are that they have abrogated the 1887 historical agreement demarcating the Gulf of Tonkin (Beibu Bay for China) between the Government of France and the Qing dynasty and also land border between China and Vietnam, as a result China has removed a number vietnamese border posts that existed since french colonial era. Vietnam has allowed China a 99 year lease of ten of thousand of acres of prime forest at their common border. Some chinese entrepreneurs already believe sooner or later VN will become another chinese province and have opened restaurant at the resort town of Vung Tau near Saigon and displayed a new chinese flag with six stars instead of the usual 5 stars. Not so fast, VN ain't become another chinese province because the country is very nationalistic. Viet party leaders who acted on their own should seek asylum in China instead.

Recently a number of high-ranking officials in the central committee of Lao communist party were killed in a military plane crash on 17 May 2014. They are regarded as pro-Vietnam and fingers are pointed at chinese agents for eliminating elements by sabotaging their plane, in order to promote pro-China elements. Laos also gave China a 99 years lease on land near China-Laos border for agricultural and casino development. There are FDIs from China and Vietnam, so what's the problem? The main thing is VN has a legitimate security concern to be addressed and Laos should watch what China is doing or VN is forced to intervene to defend against chinese threat to its flank, just like the khmer rouge murderous foray into VN's border villages in 1978 causing VN to invade to remove Pol Pot from power.

Foreign legal experts have advised Vietnam to take China to the International Court of Justice even if it refuses to show up or abide by, it can only reinforce the view that China is an outlaw country unfit to hold its seat at the UN Security Council. Weeks have passed but no action from VN because there are some elements in the politbureau or central committee of the CPVN who create obstacles either because they are still kissing China's butt, are bribed, blackmailed or threatened by China not to do so. Party leaders of the CPVN in the past are lapdogs of China, they are put in place through chinese armtwisting to serve China's interest. All secret deals are made strictly between party leaders of China and VN and close aides, keeping the vietnamese government and parliament out of the loop, unaware of what was going on, hence any secret agreements reached between China and VN party leaders have no legal basis, any land or territorial waters ceded to China are null and void.

The chinese had helped Hanoi fight its wars, now they wanted to call back the debt, not by asking Vietnam to pay back but to give China land in return for $2 billion, so Jiang Zemin and Li Peng had to conduct negotiations in secret with Lê Khả Phiêu. In Sept 2000, PM Phan Văn Khải was sent to China to finalize the deal but he was not aware of the purpose of the mission, so he protested and refused to rubberstamp the deal. One cannot fail to notice that top men in the CPVN are invariably northerners pro China and traitors ready to do China's bidding. Southerners like PM Phan Văn Khải, PM Kiệt, PM Dũng are anti-China but they cannot compete with the northerners for the top job. A number of viet diplomats on overseas posting are disenchanted with the party and have renounced party membership. The armed forces are on the side of the people and retired generals are ready to rejoin the ranks to fight off any chinese invasion.

Vietnamese people have made sacrifices for independence, they did not fight for communism. They've been deceived, lied to by communist propaganda, into fighting to free their brethren in the south who were depicted as being oppressed, living inmiserable conditions but once in the south they were astonished to witness with eyes wide open how well the south vietnamese lived.

Wikileaks revealed secret documents in the hands of the State Department. Among 3100 documents, there are documents concerning viet party leaders Lê Khả Phiêu and Trần Đức Lương selling out to China. It started with a honey trap set up by China involving Lê Khả Phiêu during his visit to China in 1988 and a chinese woman named Cheng Mei Wang who bore him a girl. Mr Lê Khả Phiêu was afraid to take his daughter home for fear of scandal and that's when the blackmail started. China repeatedly insisted that Phiêu signed a document ceding land and sea or they threaten to reveal the secret and Mr Phiêu finally signed the document on 30 Dec 1999 whilst keeping it secret from everybody else in Vietnam. Vietnamese people have been kept in the dark and any agreements signed between the viet commies and China are null and void.

Reply to this commentEVEYONE KNOWS that Vietnam's phenomenal growth in coffee production has had a major impact on world markets. What is not so well known is that Highlands carries with a huge toll in human lives and environment degradation. It all comes down to land. the Indigenous Montagnard Degar , whose ancestors farmed the fertile lands for centuries, have been reduced to starving on inadequate plots of land and working for slave wages on large coffee farms owned by government or Vietnamese immigrants.
Today, history is repeating it self in Vietnam, as Indigenous mountain tribes of the Central Highland have lost their land and their livelihood in large measure because of coffee.
It is time we learn the lesson of the past and acted to prevent yet another genocide from taking place in relation to coffee . As I wrote I common ground " the fault lies not much the tree or the way it is growth, but with how those who labor to nurture and harvest it are treated"

We all have elements of will and choice, but our basic ideas of morality, justice &truth are taught to us by our cultures.
And I know there's some of you who say, "Well, wouldn't it be better, wouldn't Vietnam be a better place to live if we all just spoke one language?" And I say, "Great, let's make that language Yoruba. Let's make it Cantonese or Mandarin. Let's make it Kogi." Reply to this commentPM Dung is a shrewd man, a powerful man, he's in control of the security services, the secret police, since he started out as VC in southern VN, then chief of security in the south and climbed up the party ladder but was passed over for the top job of party chief last time at the General Congress because he's linked to corruptions in his circle. Apart from his background as secret police chief, he has allies in the armed forces, so he's the man who can help VN wriggle out from its predicaments and save the country from China. He must know everything that's going on in the party. He can use the secret police to round up the politbureau, dissolve the party and launch the country in a new era, a democratic multiparty system. That's the biggest ever service he can do to the country and every past misdeeds will be all forgiven. He will be celebrated as a vietnamese hero and deserves his place in vietnamese history.

the problem is that even those of us sympathetic with the plight of indigenous people view them as quaint and colorful but somehow reduced to the margins of history as the real world, meaning our world, moves on. Well, the truth is the 21th century, 300 years from now, is not going to be remembered for its wars or its technological innovations, but rather as the era in which we stood by and either actively endorsed or passively accepted the massive destruction of both biological and cultural diversity on the planet. Now, the problem isn't change. All cultures through all time have constantly been engaged in a dance with new possibilities of life.

Little did the know China no longer follows marxist-leninist ideals but actually is a hegemon intent on expansionism, imperialism. Among 3100 documents which the State Department is in possession, disclosed by Wikileaks is a secret agreement stipulating that VN merges with China by 2060 and becomes an autonomous province just like Tibet, Xinjiang. The viet commies may be under pressure or conned into signing such agreement which will certainly result in popular uprising.

Reply to this commentThe true owner of the Paracels and Spratly by virtue of the 1951 San Francisco Treaty is the Republic of South Vietnam, a true democratic country. The Hanoi regime of the CPVN lacks legitimacy and does not represent the interest of the vietnamese people. Any dealings between them and China are null and void if Hanoi picks up courage and dissolves the regime. Vietnam should follow the example of Burma which is aware of what China is up to and reestablishes democratic system. Vietnam can also follow the example of Nelson Mandela of South Africa who preached reconciliation after the apartheis regime was abolished and so avoided bloodshed. The CPVN can morph into a socialist party and submits itself to people power in a free and fair election. That's the way forward to get out of this crisis.

PM Dung has often said to visitors that VN has readied its case to bring China before the International Court of Justice but so far nothing happened. The reason is the viet commies are being blackmailed by China which threatened to expose secret agreements the viet commies had with China in order to borrow money to fight the war, to ensure victory, to make sure the CPVN has exclusive power in the land and to ensure the survival of the party. Disclosures of secret agreements expose the viet commies as traitors selling out the country. Hence China and the viet commies have reached an understanding to keep the vietnamese people in the dark to avoid an explosive situation leading to the demise of the CPVN.

It's like Hitler calling on the English to be part of the big german family because they are both anglo-saxons, the tribes have drifted apart to a different and separate destiny, cannot be brought back under the banner of teutonic dictatorship. It's the same with the chicoms in Beijing whose regime is technically illegitimate having seized power through the muzzle of the guns. Vietnam is a very nationalistic country and will not take breach of sovereignty lightly. If the commies in Hanoi are proven to have committed treason, a popular uprising will sweep them from power.

Reply to this commentPeople are being disappionted and starting to question PM Dung's real motives, whether he's trying to earn points for the forthcoming Party General Congress in 2016 when a new party leader is selected. PM Dung was passed over for the job because of his connection to corruptions of his entourage (Vinashin case and others). PM Dung has put his men in control of the securities services which were thought responsible for riots against factories perceived as chinese owned. Agent provocateurs incited violence to create a pretext to clamp down on anti-chinese demonstrations. Doubt is now being exprressed on the sincerety of PM Dung, on whether he's an element for reform to steer VN toward a democratic multiparty system.

Reply to this commentWhilst the top communist leadership maintained silence, PM Nguyen tan Dung was praised for his courageous speech in the face of chinese invasion of vietnamese territorial waters: "Vietnam will not exchange sacred national sovereignty for some illusory friendship and dependency." He was lambasted in the official chinese official press but improved his nationalistic credentials in the eyes of his people. But so far it's only talk and no action, people are still being arrested for waving patriotic anti-chinese placards and dissidents, bloggers are still imprisoned. There is no progress in human rights record which VN needs to show to advance its admittance to TPP and get the US to remove the ban on sale of offensive weopons.

Hey, you Vietnamese. Why you always beg the others to fight for you? Are you too noble to fight for your very own "country"? Some painful facts for you:
- The Nguyen begged the French for help against the other Nguyen.
- Ho was in Europe, learned a Jewish lore (Karl-Marx's Communism) and later begged the Soviet for help against France for "his independence".
- The same Ho begged the Soviets and Cheatnese for help against the US.
- Now the CVP, again led by a Nguyen, begs the US for help against the Cheatnese.
When will you, noble Vietnamese, start to build their own weapons and fight for your own sake?

Reply to this commentIt's disappointing to see a weak ASEAN failing to present a united front and a stong stand against a clear and present threat, expansionist China. Indonesia stays aloof thinking it's far from the center of action and Malaysia benefits from growing trade with Chna. No longer, the enemy will be at their door soon if China is allowed to transform a group of half submerged reefs into an unsinkable aircraft carrier in the Spratly. From there China is within easy reach of the Natuna reef of Indonesia and threaten the whole vietnamese coast. Vietnam will no allow that to happen and this is here where real military conflict will break out. It's a do or die situation unless someone can persuade China to desist.

His arrival in the scene has changed the course of history, for the worse. He made and is still making secret deals with communist China. He's responsible for China's invasion of the Paracels in 1974 and in the same year he proposed to return Sensaku to China to pressure Japan on trade concession. He got a job as special adviser to CNOOC and in 2005, proposed to sell to China the US oil giant Unocal but the deal was nixed by Congress on grounds of national security. Kissinger must be banished and treated as traitor for cooperating with the enemy.

This move is extremely dangerous for countries concerned considering military capabilities China can deploy: J-11 with 3,200km range, HQ-9 air defence (copy of russian S300 system), type 052C destroyer equivalent to US Aegis ships with on board HQ-9 system, attack hovercrafts and transport helicopters for invading islands occupied by VN and seizing the entire Spratly. China has budgeted a huge sum of $5 billion to create an unsinkable aircraft carrier in the middle of the SC Sea. America wake up! How idiotic your policymakers were in allowing China to invade the Paracels in 1974 with impunity!

Reply to this commentOne cannot forget that since 2013 Taiwan has illegally started engineering work on Taiping island in the Spratly belonging to Vietnam as per the 1951 Treatty of San Francisco. Taiwan plans to extend the runway from 1,150m to 1,500m capable of receiving Hercules C-130. Recently transport ships are seen offloading earthmovers, cranes to build breakwater, docking facilities for receiving navy ships and reenforcing its military presence in an area it's not supposed to be in. Taiwanese activities are not in anyway hindered by the chinese as Taiwan is regarded as part of China.

The commie regime in VN right now is accused of being cruel to the people and coward toward the enemy China. General Secretary Nguyen huu Trong should listen to Vietnam’s former ambassador to China, Gen. Nguyen Trong Vinh that China is not communist and only has bad intentions toward its neighbours, intent on subjugating VN politically and economically, turning it into a vassal state. The best favour Gen. Sec Trong can do for his country is to morph the commie party into a socialist one, allow democracy to take root like Myanmar has done. To grow into a strong economy like South Korea, Japan, Taiwan, Vietnam must distanced itself from China and adopt western ways.

Reply to this commentThis article advances the absurd Chinese repeated uses of 1958 memo by Democratic Republic of Vietnam (North)'s PM Pham Van Dong which: 1) Had no power to recognize Chinese sovereignty over Paracel/Spratly legally, administrated by the Republic of Vietnam (South). 2) His memo specifically, mentioned only recognition of Chinese declaration of 12 miles territorial right by the DRV's law enforcement. 3) Per the 1958 constitution of the DRV, only their People's Congress can address territorial sovereignty matters and they did not ratify his memo.
By failing to allow a balanced counter-point on matter of this importance, you perform a disservice to your readership and play into the current Chinese misinformation warfare which Yang Jiechi's trip was designed to do.

What an insane bunkum! Even if this PM Pham did it was simply ... The Nguyen dynasty signed lots of contracts with France or Thieu with the US. If such "contracts" were binding then the world today consists of only several colonial nations. And China doesn't exist, too.
If China was and is so "sure" why she avoids to "attend" the international court? China seems very unsure about her "claiming" stance and therefore she tries to duck the challenge of the Philippines and Vietnam. In other words: China infringes lawlessly the territories of her neighbors

Reply to this commentSome US senators are now expressing regrets over mistakes made by the Carter administration for allowing China to invade the Paracels in 1974 whilst a taskforce of the 7th Fleet was nearby watching but ordered to stand down. The thinking behind the US policy was presumably to provide a bone of contention between the two commie neighbours but it gave China a stepping stone for invading the Spratly and from there exerting control over the economic lifeline to and from US allies Japan and South Korea. Looking back one cannot refrain from expressing anger at Kissinger, the architect of Nixon's overture to China, who created the current situation.

Reply to this commentNo surprise there. They agree to disagree. China aims to seize the whole South China Sea by hook or by crook and they are in position to do it as part of their long term plan. China uses the diplomatic note by former PM Dong in 1958 to beat Vietnam although the note did not mention the islands. China should make public any written documents the viet commies promised to give away the islands as a price for China's material help for fighting a war of reunification with the south. A verbal promise won't do as it's opened to misunderstanding. A solution would be for Vietnam to follow the example of Bulgaria in 1989 in dissolving the communist party, rewriting the constitution guaranteeing human rights and in one master stroke invalidating any agreements or unequal treaties signed by the defunct regime with China. Vietnam can then turn a new chapter and ally with the West as Vietnam is in no position to take on China alone.
