The State Dept was going to make this determination on Vietnam regardless of what they might have found, good or bad. They want to cozy up to VN, for reasons of economy, as well as a safeguard against China, and of course the Trans Pacific Partnership. Vietnam has actually gotten progressively worse since CPC was lifted around 2006, and this past year was probably the worst. The State Dept doesn't require any special expertise to be employed, you only need to be immoral and have no desire to see human rights and religious freedom enforced.
