Not sure why the author doesn't flat out blame the Vietnamese government. The problem is the Vietnamese government! Their corrupted systems aren't working for the people or the country. Communism is a disaster. It's a half-baked idea and the most terrible system that ever created by a bunch of social rejects (Lenin & Marx) that 'actually' plagues on the poor and uneducated. It has responsible for more wars, deaths, and economic woes than anything else in modern era - since/around 1945.
It's a brutal regime. Once can see via the way they come to power and rule a country as if they read from the same book; ie Stalin, Mao, Ho, and that little idiot Polpot! A bunch of numb skulls and copy cats. There is no original thinking here. They can't because they promoted the uneducated. Rule by fear is their ways. Therefore don't cry fault whenever the people are uprising, fleeing the country, and demanding civil rights and liberty. Long live VNCH!
