Instead of been angry and hurry through these articles, I actually take my time on this. Can't help but notice a brand new life vest on the kid! Where/how he comes by that?
I'm not even comment on the construction or the dam management. You don't want to peel layer and layer of poor practices.
Anyrate, for those that don't know, electricity in VN is a joke! It isn't ON 24 hrs a day. Why? Because of the above.
