Trump is not the only President that has used bits of paper to seemingly make a stand against Chinese human rights abuses This sort of toothless activity has been going on for years from both sides of the political arena. None of them really care if they did China would have been held to account long ago for their genocide of the Tibetan people, and the situation with the Uyghurs would never have happened in the first place
