From the screen shot, it appears that Han will be used as instruction language and Uyghur language will be taught as a subject. While the current situation might be that Uyghur is used as the instruction language.

I am conversant in Han Language. By comparing the screen shot in Han with your article, it would appear that you are not conversant with Han.

In the fourth paragraph, it reads Uyghur only signs are not allowed. In other words, signs in Han or in both Uygher and Han are allowed.

I believe the title and some contents of this article to be misleading and potentially incorrect. Firstly, the notice text does not state that Uyghur language teaching is banned. Secondly, this only pertains to Hotan, not all of Xinjiang. Thirdly, Hotan actually advertised about 143 Uyghur language teaching positions in recent months of 2017. The statement given by one of the Uyghur informants is possible not correct or might only pertain to parts of the prefecture.
