Improving infrastructure will not address the social, political & economic inequalities of Uighurs nor the racial discrimination Uighurs face by Han Chinese. Britain built roads, schools & cities in India but it didn't stop Indians from demanding independence. Colonialism can't be justified by improving the economy esp. since most Uighurs don't benefit from these improvements, but instead allow more & more Han Chinese to immigrate to E. Turkestan.
