Turns out that Xi Jinping's public claim a couple of years ago that PRC Re-education through Labor prison camps were being shut down permanently was a hoax. Such concentration camps for civilians imprisoned there with little or no legal formalities have been on the rise in places like Xinjiang, and the inmate population has skyrocketed to over a million prisoners of such camps in Xinjiang alone.
