The Chinese authorities have no legal power to compel anyone, let alone a senior religious Tibetan leader, to stop teaching religion or exercising their religious beliefs or expressing such beliefs. The CCP cannot strip anyone of their religious authority, which is based solely on that religion's beliefs and procedures. It's a clear violation of religious freedom under PRC and int'l law.
