It is very brave of these Tibetans to refuse to fly the PRC flag. They risk fines & imprisonment for not complying w/ the orders of the local CCP. You can't force loyalty. It has to be earned & it's clear China has not won the hearts & minds of the Tibetan people. It is these small acts of resistance that show Tibetans want to be free from Chinese colonial rule.
