This is was China's plan when they began forcing Tibetan nomads to re-locate. The CCP wanted Tibetans out of the way so Chinese migrants can take the land & so China can exploit the natural resources. It was just like Stalin did in Central Asia, or Serbs tried to do with Albanians in Kosovo, or Hitler's attempts to re-locate Russians to seize their land.
