The reader who posted about the photo is missing the point. Lack of jobs for Tibetan graduates is a big problem but the real story is that Tibetans who protest the lack of jobs are punished in some way. Sometimes by hauling them out of clas or fining them or even detaining them. It shows the lack of human rights in Tibet & China that ordinary people can't legally protest agains the govt.

What relevance does a decades old photo from the 10th NPC (we now are in the 13th and each one lasts 5 years) have with this depressing jobs story involving the Tibet Section of the Education Bureau in Lanzhou City? Why not a photo of Northwest Minzu University?

I am guessing that the jobs involved here are mostly for the Tibetan counties of Gansu Province and likely a handful of non-Tibet related jobs at the provincial level in Lanzhou itself.


While the Education Department of the Tibet Autonomous Region carries no authority in Lanzhou, it does from time to time target and recruit Tibetans from Gansu (the best example being Zhang Yanqing the Party Secretary of Shigatse and TAR Deputy Governor)but tends to focus on those with promising public security or state enterprise experience rather than entry level candidates.
