A State Regulation must be observed and followed which does not discriminate a religion whatsoever. Only the next-of-kin has the sole rights to claim.

"Well wisher" sounds like a member of China's 50 Cent Party, paid to post pro-China, anti-Tibetan remarks online. The deceased's next of kin live in Tibet & the Chinese Govt would not allow them to travel to get the body. All govts allow another person to claim a body when there are no available next-of-kin. The local Tibetan community only wanted to do the proper Buddhist funeral rites which are permissible under Nepalese law. Nepal was only kowtowing to the Chinese Govt. If it was not a Tibetan self-immolator protesting Chinese occupation Nepal would have allowed someone else to claim the body. The Nepalese Govt made an exception to their usual practice by appeasing China. Is Nepal now a vassal state of the PRC Empire?
