There has been grassland degradation but this is mainly because fencing became mandatory, which limits movement of livestock with pastures are stressed.
So the plan works like this - require herdsmen to fence their land, grassland quality deteriorates, then say herdsmen have to be moved because they don't know how to manage the grassland well.
The main purpose, of course, is to put herdsmen in towns where they are totally disempowered and where their children will probably not know Tibetan in 3 generations. It's part of the general policy of assimilation.

What China has done to the Tibetan nomads is a giant forced re-location project. It's imperialism and colonialism at work. Stalin did the same thing to millions of ethnic minorities in the USSR. China wants the valuable land the Tibetan nomads are on so they manufacture a reason to re-locate them, give them no choice, and put them in concrete block houses like some sort of Tibetan ghetto.
