One of the things Chinese police will have to learn to to fairly and effectively respond to public protest. And great policing is accomplished by police who are well-trained, restrained in their use of force, honest, and courteous to every citizen.

When police shoot & kill somebody in the US, there is a thorough internal investigation & report and much pulic & media scrutiny. When Chinese police shoot Tibetans, there are no media reports & no official investigations. The Chinese police lack respect for the rights of the Tibetan people & even peaceful protestors are often beaten.
