The Burmese government efforts to have good-faith negotiation with borderland minority ethnicities forms a striking contrast with the Chinese communist party-state's hard-line policy of sending in battalions of riot police, requiring monks and nuns to recite loyalty oaths to the regime and hang up portraits of regime oligarchs, denounce their religious leaders such as the Dalai Lama, and other ruthless and irrational policies.
