The article calls the current regime "the first fully civilian controlled government"...
Ummm, by the 2008 constitution, 25% of the seats of parliament are reserved for the military. By law, the military controls the ministry of the interior, border enforcement and immigration.
Myanmar today may be more democratic than it has been in generations, but in no way is the government 'fully civilian controlled'
