How did this idiot become an official? If the problem is fixed then it should be back like before. Is it like before? No, because it's still leaking.

You mean the Ministry of Environment has sent corrupt experts to distort money from these poor people, right? The owner of this factory is not talking because he's connected to corrupt high ranking official. He just bribes the official and nothing will be done. Meanwhile, the people continue to suffer.
