Cambodian Constitution

Article 31.
The Kingdom of Cambodia recognizes and respects
human rights as enshrined in the United Nations Charter, the
Universal Declaration of Human rights and all the treaties and
conventions related to human rights, women’s rights and
children’s rights.

Khmer citizens are equal before the law, enjoying the
same rights, liberties and duties regardless of race, color, sex,
language, beliefs, religions, political tendencies, birth origin,
social status, wealth or other situations. The exercise of
personal rights and liberties by any individual shall not
adversely affect the rights and freedom of others. The exercise
of such rights and liberties shall be in accordance with the law.

if cpp threat the combodians to vote for them so that's not fair at all that means sam rainsy is a winer and cpp is a cheater.
