"Phay Siphan, spokesman of the Council of Ministers, criticized the intervention by civil society groups, saying they should “be more civilized” and “help the government, not interfere” with the rule of law in Cambodia, The Phnom Penh Post reported."
Yeur ah Phay Siphan. What do you mean by "be more civilized?" You mean like when this corrupt government thugs shot those factory workers dead for asking a raise in their salary? And you want these NGOs to help this thuggery government cover up their crime, is that it? Phay Siphan you are an embarrassment to Cambodia along with your thug friends.
