it is for sure they all learn and train from prime minister down to be corruption regime, that million dollar lose each year, the poor get poor the corruption get richer. it start from one man in power to long no check and balance system independence.

If you're looking into corruption, please look also at the TAX Department in Phnom Penh. This is the mother load of all corruption. When I sold my shop house, I had to pay thousands of dollars to these thieves.

Before my papers were processed, I was introduced to a guy in a small room he shared with his boss. This is where the willing dealing behind the scene was done. They do give you receipts on 60% what you pay, the 40% disappears into thin air. I ended up paid about $15,000 in total. You can do the math, multiply this by hundreds or thousands and you can see why these people working in there driving nice cars. The guy sharing room with his boss, has 3 villas and was able to send his daughter to school overseas on his $500/month salary. This is the behive of corruption because of big money involved. When I was there in the office waiting to be served, this man came in talking about leasing or buying an island. This is BIG BIG money involved, millions and millions!!

No surprise! These are not the only commanders. All the other commanders are also corrupt. Whether civilian leaderships or military commanders, people with power and position committed the most crime.

Most of military high ranking officers are corrupt officers like illegal logging,land grabbing,drug dealers and mineral companies and no anyone could punish them so that they supported strongly Mr. Hun Sen whose families members are the same.

it not surprise for military fraud, corruption, Cambodia have law not enforce about corruption. this way our country never improve the standard of living due to government corruption that lose 400 to 500 millions dollar each year. like my uncle in military commander in use solider to serve this personal business, one I hire illegal Vietcong to build this building use military to guard with tax dollar paid for it.
