Reply to this commentIn order to survive, the CPP through its own people within the NEC, had to resort to cheating and robbing votes from the opposition. No doubt about it !!.

Article 82- New (As amended March 2006):
The National Assembly shall hold its initial session no later than sixty days after the election, and as convened by the King.
Before starting its work, the National Assembly shall confirm the validity of each Member's mandate and vote separately to choose its President, Vice-Presidents and all members of various Commissions of the National Assembly, by an absolute majority vote of all Members of the National Assembly.
The National Assembly shall adopt its internal regulations by an absolute majority vote of all Members of the National Assembly.
All National Assembly Members shall, before taking office, take the Oath of Allegiance as contained in Annex 5 of this Constitution.

This is interesting. Does this mean that members have to be presence at National Assembly to validate their mandate? What is if CNRP boycotted the Assembly?

Looks like they have to be presence in order to vote for President, Vice-Presidents and all members of various Commissions of the National Assembly. If CNRP not there then they can't vote. They are stuck, no government can be formed. There a provision in Article 119 that deals this voting in leaders, but it doesn't deal with validating each Member's mandate. So you're back to square one.
Looks like CPP have to get coorporation from CNRP to form the new government, that is, if they could first pass NEC's rule on National Assembly below.
Notice: Once they passed NEC's rule, the seats are allocated, therefore, the CPP or NEC can't take seats from CNRP in National Assembly.

Here is one of NEC rules on National Assembly Election.
Art. 118 (new)
A) After having resolved all complaints and after receiving all results of the
Election, including the results of the re-election, if any, the National Election
Committee shall officially proclaim the results of the Election and allocate the number
of seats for each political party per each constituency based on the number of valid
votes received by each political party.
Allocation of seats [to each political party] in the province or municipality shall
be made in accordance with the highest average formula based on the number of
seats and the result of the election in the province or municipality by applying the
steps described below.....
NEC can't allocate seats until all disputes are resolved. If CNRP keeps complaining, NEC can't allocate seats. If seats are not allocated then National Assembly can't be opened. No government can be formed.

I've heard different numbers on unsealed packages, 5 in The Cambodia Daily, 8 on the radio, now here 10. Get the fact straight please. Regardless, just one opened package made this whole process spoiled. This is unacceptable.
Mr. Dumb General, stop blaming on training. It doesn't take a rocket scientist to seal the package. Any child could do it.

How can there be a problem due to budget restraints? Hun Sen has hundreds of millions of dollars that he stole from the people of Cambodia. If it wasn't for Hun Sen and his close friends keeping the wealth of this nation, Cambodia would be a much better country by now. Now is the time for him to leave Government. Investigations should still continue to prove his guilt and theft. He has severely slowed Cambodia's development as a country.
