The drought or lack of rains is to blame, those who have caused the climate change are also to blame. The hydroelectric dams are not the direct factor that make the dry up in the Mekong steam!

The prior consultation shouldn't have been held this year because of the drought and the level of the Mekong stream is too visibly clear!
