Those exiting laws are the laws that encourage every level of Lao communist government to corrupt, take bribes, land grabs, murder and jail innocent people. Those anti-corruption law, State audit law, and anti-luxury law will never exit until this country return to democrat ruler. On the other hand, it is shameful on Lao communist government for blaming the low level officials. The high levels of the government are the one to be blamed.

so true, government officials corrupted is not only now, it has been for years maybe decade. Who can expect to be solved in just one month, one year. It needed a generation to change. When laos is poor, there will be always corruption.
