Based on the World Bank indicated on this article, it needs an independent investigate to verify the true. The Lao people will not abide this article until independent investigate is taking an appropriate action and electric powers are connecting to all resettle villagers homes in the areas.

actually they do have electricity and water. i visited the site, you should as well.
