Robin H from Regiofree :

As far as I know it has to do with South Korean law which prohibits receiving information from North Korea.

However from technical perspective you should be able to get access to feeds by satellite. You need a C band DVB-S2 HDTV receiver with a big dish antenna.

The two satellites broadcasting KCTV are:
- Intelsat 21 58.0°W 3840.00 MHz Vertical
- Thaicom 5 78.5°E 3696.00 MHz Horizontal

Intelsat is on the other side of the world but Thaicom is on the same Longitude as India so reception should be good in South Korea.
