Considering the fact that 3/4 of North Korea's population is excluded from any chance of college, by their "songbun" national blacklist, north Koreans who want to self educate in some technical field are out of luck. An rtl-sdr, paired with the knowledge and software to use it is literally enough to carry a student through a lot of college level communications engineering subject matter in a little dongle. Organizations outside the DPRK, particularly in South Korea, should consider putting together both college level course material and the classes offered NK defectors after arrival in the South on how to handle modern life and technology, into some self contained format (html self contained books, with compressed images) Consider offering North Koreans who make it out, or immediately after Unification,- the opportunity to bypass the four years of classes and to to test into a college level degree. So they won't be living without hope of ever getting ahead in life, because of their having been deprived of an education, even after the changes.

In other words, give 3/4 of the NK population a way to go to college and have their accomplishments recognized, the day after the Kim regime falls. *Despite the government's caste system.* Otherwise, the rapid entry of chains into NK after unification will leave the same 3/4 that is deprived of a basic education now, out of luck then too because they wont have the skills to assimilate into a modern society. All countries where university education is denied large numbers of talented people should have international options to bypass those rigid class systems.
