The China - Hong Kong model has an element that the author did not mention: the existence of labor camps in China and none in Hong Kong. None of these overly optimistic articles mention the elephant in the room, North Korea's many labor camps containing 120,000 to 200,000 slaves. WMDs are important, but Moon Jae-in should state that South Korea and the UN must be allowed to visit the DPRK's labor camps without interference by Kim's minions before any talks begin. Hopefully Moon has learned something since his days as chief of staff for Roh Moo-hyun during the second half of the Sunshine Policy (1998-2008), with North Korea exploding its first nuclear weapon in October 2006, funded with South Korean financial gifts.

The plan looks good on paper but I doubt it will work.
