Many reports by UN agencies have established that Kim Jong-Eun commited these crimes. Why does not the UN offer a reward - say US$50 million - to anyone who hands-over Kim (dead or alive) to the International Court of Justice (ICJ)?
The US offered a reward of $30 million for information leading to Usama bin-Laden. Whether or not that reward was actually paid-out to an informant doesn't matter. The offering of the reward expressed a serious intent to come to grips with an evil-doer.
Please note that Kim Jong-Eun's crimes are huge relative to bin-Laden's.
Thus, the UN should not offer less than $50 million to whomever hands-over Kim, preferably alive, to the ICJ. If Kim's remains are handed-over to the ICJ, the reward should definitely be paid.
In short, if the UN really wants to end Kim's crimes, it should offer $50 million as a reward to whomever turns-over Kim to the ICJ. That is a small sum to pay to rid North Koreans of this genocidal murderer.
