The only circumstances in which the Chinese authorities will release Liu Xia will be if they feel keeping her in custody is causing them more harm than the harm they fear she may do if they let her leave the country and tell the world in unsparing detail what the CCP put her and her late husband through, and continue to put other dissidents through.

Angela Merkel will have to threaten some very grave sanctions indeed for China's leadership to regard setting Liu Xia free as the less damaging of the two options available to them. They are no doubt hoping their captive will fortuitously die before the situation becomes more awkward for them. For all we know, the way they are currently "caring for" her may be deliberately hastening that death, making it when it comes not a fortuitous death at all, but in fact a slow murder of the kind they perpetrated against her late husband.
