The Party-state's new rule about real-name registration is clearly designed to have a chilling effect on free expression, and to encourage more self-censorship and other self-protective strategies that are in the authoritarian regime's interest. Yet it will probably turn out to be much less easy to implement and enforce than the wishful thinking in the Zhongnanhai Party palace would have it.
