"State secret" is a catch-all term that can mean anything and everything that a communist party functionary wants it to mean at a given moment. Party functionaries leak commonly, but typically journalists and academics are the ones who get punished instead. This is another sign that Xi Jinping is taking China backwards to Mao-style purges and censorship gone wild.
