I wonder if the US could use this as a wedge issue. The US and the EU could get together under the authority of the UN and offer Chinese parents Western vaccines. Chinese authorities would no doubt refuse, but then they'd be painted as prioritizing nationalism over the safety of Chinese children. There would be a fight over who paid for it, but the US and EU would emerge as the good guys from the point of view of ordinary Chinese parents.
