Freedom of religion doesn't exist in the China, Tibet & Xinjiang. Tibetans & Uighurs, being non-Chinese races, have even less religious freedom than Han Chinese.
Foreigners are barred from doing many things in the PRC. In contrast, the PRC openly & publicly spreads its propaganda in the USA via CCTV & China Daily. There are also numerous United Front-organized groups to monitor & promote Chinese overseas loyalty to the Party around the world. The CCP is very good at spreading its message abroad but denies foreigners that same right in the PRC.

Banning an individual's ability to practice their own religion seems a very odd solution. Much of the practice of religion is done individually and privately, and no government has the power to ban it, any more than they can ban certain types of thoughts (they may try, but they lack the power). A government may ban certain types of gatherings, but their jurisdiction over individual thought and worship, especially for foreigners, is extremely limited. It's possible to make someone be quiet, but you can't stop thought or prayer.
