For a ruthless and autocratic regime like that of the "forever-ruling" party, using rubber bullets and tear gas to crack down on innocent civilians might count as a modest improvement over the machine-gunning of hundreds of civilians with real bullets by the party-defending army (PDA) in 1989. Almost "great, glorious, and correct!"
