Wales :

The hukou reform is a small step in the right direction, and deserves recognition, but the Mao Era hukou system is an unjust anachronism that should have been done away with decades ago and replaced with a household registration system appropriate for a modern industrialized society, not a village-based medieval agriculture society.

"the State Council said the moves were aimed at encouraging rural people to migrate to cities to find work and education."
Uh huh! It comes finally out. Plain Chinese who live in the rural areas are subhumans and aren't entitled to any perk. Why that? 'cause it's harder to control the people when they "disperse" than when they are caged in some big henhouses. Then the Henhouse phenomenon automatically arises: Normally the hen are peaceful, but in an overcrowded henhouse they become aggressive, belligerent and peck each other to death.
What the Cloned Communist Pigs (CCP) need to do is to exploit this Henhouse-effect, the "aggressivity" and "belligerence" of the caged human hen and prod them against the neighbors for landgrab (Japan, Korea, Vietnam, the Philippines).
