Shen committed the heinous crime of supporting constitutional governance, which the Communist Party regime has hated with a passion during Mao's dictatorship and under the post-1989 hardline party autocracy. Nobody should be fooled by the high-sounding words about people's rights included in the PRC "constitution". That's just for show. What matters are the regime's actions in harshly cracking down on anybody who publicly calls for constitutional governance instead of one-party Leninist authoritarian rule--the latter is what the CCP apparatchiks also insist on doing for as long as they can keep getting away with it.
