As many conscientious Chinese social scientists have pointed out, migrants from rural areas are treated as second-class citizens by one-party regime and its hukou household registration system. One of the worst aspects of the system is that migrants' children are not allowed to attend public schools in the cities where their parents work and reside. This is outrageous state-sanctioned discrimination against children from rural areas.
