Ironic how the CCP has criminalized "stirring up trouble and picking quarrels" when that was exactly how the CCP came to power--by stirring up trouble and picking quarrels with the similarly authoritarian-minded GMD regime under Chiang Kai-shek, then by means of waging civil war overthrowing that regime to establish their own one-party dictatorship under the CCP in 1949.
