I hate to sound like a broken record, but the Communist Party doesn't care about anyone but themselves, their powers and positions. They continue to use and waste public money to keep themselves in control. Change will never happen in China unless the Communist Party decided to change themselves or be forced by people to change. It may take sometime, but the latter is more likely.
