The 3:1 ratio between PRC labor camp prisoners and camp staff sounds way too low, and the numbers use appear to be so round as to raise questions of credibility.

The problem isn't just the labor camps. The CCP doesn't respect rule of law or the PRC Constitution. There are lots of laws guaranteeing human rights in China but the Chinese police and the CCP systematically ignore them. Nobel prize winner Liu Xiaobo was sentenced to 11 years prison merely for writing a document calling for political reforms in China. Thousands of Chinese, Tibetans & Uighurs are in jail merely for exercsing their right of freedom of speech. Eliminating the labor camps on paper, won't end the multiple systemic civil rights violations in China, Tibet & Xinjiang.
