PRC courts, like the army, are under the monopolistic control of the Party. The 1989 massacres were ordered by the Party to retain its monopolistic control of the government and society and to terrorize dissenters of one-party authoritarian rule. So it is not surprising that the court ruled that no compensation is due even for an innocent bystander, a juvenile who was beaten to death in police custody during the massacres and crackdown.
