Elections to the PRC rubber-stamp legislative bodies have been meaningless and merely ceremonial all along. Often there is just one candidate per position, and even if there are two or more candidates on the ballot for a position, all of the candidates have been vetted and preselected by a branch of the Communist Party to ensure the candidates' deference to Party bosses. Rare candidates who attempt to maintain their independence from the CCP and go outside of the CCP's vetting process are usually hounded mercilessly and punished as if they have committed a crime.
