Freedom of religion under int'l law applies to all people. Freedom of religion under the PRC Constitution applies to all Chinese citizens. There is no legal exemption for CCP members. CCP members have the same freedom of religion as all Chinese. The CCP can't legally ban its members from practicing or joining a religion. since Party membership is practically a requisite for a govt job, this law also violates the rights of govt workers. And since the vast majority of Tibetans & Uighurs are religious, such laws effectively discriminate against Tibetan/Uighur CCP members.
