Communist Party says it needs to do a better job in controlling people, which means wasting more public money on preventing freedom.
Does anyone care?

Reply to this commentLu Xinrong's claim that "China has never had freedom of the press" is inaccurate, unless Lu is referring to the PRC government as "China." China's Nationalist regime had sporadic censorship, but much less widespread and less strict than the Communist regime--and the Nationalists also implemented a Publications Law that drew clear boundaries as to what was legal or illegal to print--this is something that the PRC Communist regime has refused to do even when requested repeatedly to do so. Various imperial dynasties implemented censorship, but none so strictly or in such widespread fashion as has the PRC Communist regime--with the possible exception of the Qin dynasty and its policy of burn the books and bury the scholars.

The CCP has a long history of political propaganda. It's a key component of CCP doctrine & rule. The CCP believes Chinese people are ignorant & stupid & need to guided politically by the "advanced" CCP to reach the "correct" conclusions. Of course it's actually about information control, censorship, and making the masses obedient. That's why the CCP will never allow genuine media freedom or freedom of speech. As long as the CCP rules China, the Chinese people will not enjoy full civil rights.
