This is exactly what Communist Party wanted, fear from intimidation. They want Hong Kong people to fear the Communist like citizens in China. Once you are feared of the Communist, the Communist will control your every move...to that end, comes the end of your "freedom."

After the CCP invaded & forcibly annexed Tibet in 1951, they promised Tibet autonomy under the 17-Point Agreement. But after 9 years a rebellion broke out b/c the CCP had failed to live up to its promises of autonomy for Tibet. This forced the Dalai Lama into exile. The CCP's promises aren't worth the paper they are printed on.
