Some villagers resisted calls to move uphill from dangerous flood plain areas, while the government's choice of 3am as the time to open the flood gates and its decision to arrest some people with complaining posts are also misguided. A professional and public investigation of this matter should be undertaken once the period of crisis has passed, so that lessons can be applied to future flood situations.
