As Jerome Cohen indicated, NYU promised and delivered to Chen Guangcheng an academic fellowship of one academic year in duration. It was never designed as a long-term or tenured position. There has been no evidence of Communist Party involvement regarding the length of Chen's fellowship. It would be better if Mr. Chen would not blame NYU for having provided him with a one-year fellowship on short notice.
