Xi and other authoritarian Party leaders want to criminalize horizontal linkages such as alumni or military veteran associations--and to make the vertical linkages of commandism from the Top and Center the only linkages that CCP members can cultivate. This will also be a tool for the ruling Party faction to be able to justify more easily cracking down on any rival factions.
